Apparently someone must've died on the merry go round.. Notice the yellow tape on some of the horses.. Either that or some sort of mechanical trouble.. :)
That's probably it! Hard to tell in the photo, but the yellow tape is around the two or three horses side-by-side there - they probably inspired each other to that level of defiance.
Clearly the horses collided in some sort of tragic accident, and the police are investigating to see who was at fault. Soon they'll have to figure out how to do chalk outlines of horses that are still standing and posed.

The poor horse is probably sick and tired of having that poll stuck through it and has been bucking off riders in an attempt to free itself.
